Add or edit poll option is already there for users only thread title power was revoked.
To add a poll > Go to thread tools > add poll.
To edit a poll > click on edit button near the question on the poll > make the changes and save.

But bro we cannot change the question nor the possible answers ....thats the major drawback

Oh, My bad. Didn't notice that.
Unfortunately that permission falls under moderation system. If I Activate it then users will be able to edit poll on any thread
.It requires some core changes to the system. I'll check and will respond on this matter later.
