As for tactics, it’s not necessary that every player excels in all three formats. Take Yuvraj Singh, for example- he was outstanding in ODIs and T20s, but he couldn’t quite replicate the same success in Test cricket.
When it comes to Rohit’s captaincy, it is more likely to benefit Gill rather than harm him.

In today’s time, just look at players like Messi and Cristiano Ronaldo - they are still incredibly fit even now.
Rohit and Virat are playing only ODIs, so they just need to keep playing domestic cricket and focus on maintaining their fitness. Anyway, you must have noticed Rohit lately - he looks fitter than he ever did before.
Let’s see what happens. Hopefully, everything turns out well and it benefits cricket overall.
