AP as seem to be don't want any kind of clash with Harris or is it just a show and he did want to fight him ?
While Harris is known as rulemaker of the underworld there's notable thing going on with Mumbai underworld and it may have something to do with move of Harris ,but with less than 1% probability.
As we know Harris is rulemaker, then we should not forget he also knows how to bend those rules ,how to break them, how to avoid them etc etc.
