Since there is a void in Haryana drug scene, there will be someone trying to fill the void when there is no one strong enough to fight them. That is obvious.

But now, after AP takes care of Anil and Andrew, it is time to take AP to clear the drug mafia at an all India level and subsequently fight them at the international level. After all AP also needs promotions to higher level.

There is a possibility that Anil was just a pawn in the drug racket in Roorkee and the real boss is Manoj. After all Anil was just a minister for name sake but the ministry was actually being run by Manoj.

There may have been a dispute between Anil and Manoj because of which Manoj may have taken help of AP to clear Anil's crew. After all, the whole gang was run on a need-to-know basis and the gang members only knew their immediate members and no one else. The same thing applies to Manoj and Anil. So if the whole gang is eleminated, Manoj may have a different setup ready to replace Anil's gang.

This is just a possibility.
